Like children, adults are sometimes in danger of harm,
unable to protect themselves, and have no one else to assist them.
ODHS' Adult Protective Services reduces or remedies conditions causing
endangerment to adults, maximizing the adult's independence and self-direction,
and preventing unnecessary institutionalization. Support services
are provided by CDHSs which are guided by ODHS rules, policies and
procedures. The Social Service staff assists with providing information,
direct supportive services and referrals to community services for
adults, families and children in Jefferson County. Included in these
services are adult protection, transportation, Child Care, Home Base
Services, Job Search, Healthchek, Pregnancy Related Services, County
Medical Services and referrals to community resources for clothing,
housing, food, furniture, medication and a variety of needs. |

Public childrens services agencies are required to
investigate and assess reports of child abuse and
neglect and to intervene when necessary to protect children who are
at risk of abuse, neglect, or
dependency. The Public Children Services Agency will complete an assessment
and, work with the
family to develop a case plan identifying services necessary to reduce
risk to the child and prevent
the abuse or neglect from reoccurring.
In instances where children cannot remain safe in their own homes,
the agency works with the local
juvenile court system to remove the child. A case plan is developed
to identify what steps will be
taken to ensure that the child will be able to live in a safe, stable
environment. The risk of injury or
death of a child requires staff to provide and coordinate an array
of services that promote and
ensure the safety and well-being of children. Major objectives of
the Child Protective Services
program are:
1. To continue and to support Ohio’s Statewide Risk Assessment
Model. A risk-based system
incorporates a variety of factors in determining risk to the child,
and weighs these factors
with strengths that would enable the family to assure the child’s
safety.
2. To continue to support counties participating in Protect OHIO,
a Title IV-E Waiver
Demonstration Project designed to test new child welfare program approaches
in order to
access services and to enhance the quality of services. |

Hutton House is now the largest homeless shelter in
the Upper Ohio Valley. Focusing exclusively on homeless families,
Hutton House is the only shelter which offers fully-furnished one-
and two-bedroom apartments.
In 2004, 97 children and adults resided in Hutton House for an average
stay of 93 days. 340 "Life skills" classes were presented
for Shelter Residents on budgeting, parenting, nutrition, conflict
resolution, child safety, etc.
Hutton House is primarily funded by a HUD Emergency Shelter Grant
administered by the Ohio Department of Development. |

The HENB program
fuses housing and employment services together. Participants are
offered a MENU of services around their identified vocational goals
and supports. Likewise, the persons housing needs, barriers, etc.,
are noted and the necessary supports and services are provided.
A team of specialists meets
regularly with the participants to guide them to services, monitor
their progress and track their successes. Successes are based on
the participants desired change in housing status and employment
needs– so the program is very individualized to each persons
needs and strengths.
The consumers have a personal
COACH to help them meet their chosen goals as well as to support
them throughout the entire process. Additionally, a newly formed
peer-to-peer support group meets regularly and allows all participants
to offer support and to share successes with the others.

- CDBG Grant
The Planning Commission distribute the monies which come into
Jefferson County for the Community Development Block Grant. The
components of this grant include, but are not limited to, Emergency
Home Repairs, Street Improvements, Sidewalk Improvement, Demolition,
upgrades to an establishment and Fair Housing to name a few.
- CHIP Grant
The Community Housing Improvement Program is a much larger grant
than the CDBG Grant and therefore covers a larger area of projects.
This is a targeted area grant which includes, but is not limited
to Down Payment Assistance, Homeless Prevention, Private Rental
Rehab, and Fair Housing to just name a few.
- CHIS
This large document is a component of the CHIP Program. The Community
Housing Improvement Strategy provides information of the housing
needs and issues based on local demographic information. It shows
the housing issues and the recommended priority housing needs
for the next five years
