Adult Protective Services
County departments of job and family services are required to investigate
and evaluate all reports of suspected abuse, neglect and exploitation
of adults age 60 and older, who may be handicapped due to aging,
or have a physical or mental impairment which prevents an individual
from providing for one’s own care or protection. Adults are
offered support for protection and self-sufficiency when funding
and services are available. |

Mahoning County Department of Human Services is
in place to provide financial assistance, food stamps, medical benefits
and certain other services to individuals and families who meet
Federal and State eligibility guidelines in Mahoning County. Financial
assistance is provided to the following individuals who meet these
guidelines: Families with disabled parent, unemployed parents or
parent, single parent families, individuals less than eighteen years
of age or over sixty years of age, pregnant women, persons determined
disabled through the Social Security Office or County Medical Section,
families with a one-time emergent need. Food Stamps are provided
to individuals or families who meet the Federal and State eligibility
guidelines. Medical benefits are available for individuals who meet
the following Federal and State eligibility guidelines: Age of sixty-five
or older, blind individuals, disabled individuals, nursing home
residents , children under the age of twenty one , individuals who
receive financial assistance , individuals who lose financial eligibility
because of employment, pregnant women , individuals considered by
a physician to be medication dependent. Social Services are provided
to eligible individuals and families. The following services are
available; Child care assistance, preventive health care program
for individuals up to twenty one years of age , at-risk pregnancy
services , transportation, homemaker services , adult protective
services, case management services. |

and Drug Addiction Services Board will be the leading advocate
and voice for all individuals seeking alcohol and drug services
through effective oversight, coordination, and planning activities
locally, and state-wide.
What we do:
The Mahoning County Alcohol
and Drug Addiction Services Board is a division of Mahoning County
Government that was created in 1989 by the Mahoning County Commissioners. Eighteen
volunteer members comprise the Board of Directors and are charged
with planning, funding and monitoring substance abuse services
within Mahoning County. The Board accomplishes this goal by contracting
for treatment and prevention services at State-certified, private,
not-for-profit organizations for direct and preventive care for
individuals and families with addictive disorders. Services include
a full continuum of outpatient, inpatient, supportive and prevention
services.
Contract providers of the
Board are as follows: Neil Kennedy Recovery Clinic; Meridian Services,
Inc.; Youngstown Urban and Minority Alcoholism and Drug Abuse
Outreach Program; and Treatment Alternatives to Street Crime. Each
of these providers offers “niche” services along the continuum
in order to reduce duplication of effort. The Board also maintains
contractual agreements with Turning Point Counseling and Help
Hotline for a limited number of specialty services including services
to adults and children with co-occurring mental health and substance
abuse disorders. Over 300 individuals are employed within this
Network of Care.

Alzheimer Network support
groups are a very good place to learn from the experiences of
others. There is no need to search for answers that someone else
is willing to share. Besides care hints, each group has information
available about convenient day programs, choosing an assisted
living or nursing home, understanding Medicare/Medicaid and much,

FREE CAREGIVER SERIES FOR ALZHEIMER FAMILIES
TO BE OFFERED
The Alzheimer Assistance Referral Network (AARN) will hold a series
of Caregiver meetings designed to help concerned family members
to better understand the changes that they and their loved ones
are experiencing with Alzheimer disease. There is no charge for
the sessions, however, the public is invited to make reservations

In order to provide guidance at this life-changing
point for families, the Alzheimer Network is
offering three educational workshops. Each
workshop will be presented multiple times this
fall in a variety of locations.

What should we do about finances ?
Where do we stand legally ?

What We Do:
The Primary objective
of the Mahoning County Lead-Based Paint Hazard Control Program
is to reduce and/or eliminate lead hazards in low-to-very-low
income housing in a total of eleven (11) high-risk zip codes.
The target areas have very high socio-economic and environmental
risk factors that demonstrate the prevalence of lead exposure.
Those factors include age of housing, high poverty and crime,
low proficiency scores, and concentrated ethnicity. The targeted
areas have documented evidence that lead poisoning is an epidemic
in Mahoning County.
The goal of the Lead Hazard Control Program
is to make housing units lead safe using a combination of interim
controls and lead abatement techniques and to reduce environmental
health issues in these housing. The units must be occupied by
families with children under the age of six for lead, and under
17 years of age for healthy homes. Other goals are to conduct
the recruitment and training of minority and low-income contractors
and workers, and continue lead and asthma screenings throughout
Mahoning County. We partner with local housing organizations such
as Youngstown Community Development Agency, CHOICE, MYCAP Weatherization,
Catholic Charities, CHIP, etc. We also partner with the local
Hospitals, St. Elizabeth and Forum Health to coordinate screening
children and training/educating parents regarding lead and healthy
homes issues. Grants are available to owner-occupants and matching
funds and loans are available to landlords for lead hazard control
and healthy homes work.
