Homeland Individual Locator System
HILS - 911 Plus

HILS is an online voluntary, private, individual data file that becomes available to emergency personnel in a time of personal or community crisis.  It provides critical information when it is needed, which can save lives. 

Participants will complete a survey with only the information that they wish to make available on themselves and their family.  The information will immediately be deposited into their local area data file.  Updates can be made as information changes.

The information you provide is strictly voluntary - you may provide as little or as much as you like.  We ask for information such as:

• Individual emergency contacts
• Medications, allergies, disabilities, and specific medical needs
• The type of home you live in and what it is made of
• The distance to the nearest fire hydrant
• The presence of explosives, flammables, or harmful chemicals
• The presence of pets, gaurd dogs or dangerous animals
• Primary and secondary entrances to the home

Information entered into a HILS data file is kept safe and secured.  Only authorized emergency service providers may directly access your information.   

Example --    A “911” call comes in - the dispatcher checks to see if a HILS file exists.  As the dispatcher sends out the emergency response team, vital HILS data is relayed:

 “Jane Lane, a 75-year-old female, lives alone at 233 Sherman Street.  She has diabetes and a heart condition, and she takes Coumadin.  Her home is a three bedroom two story – enter through the side door.  Be aware of the presence of her pet German shepherd – Heidi.”

By registering your information with HILS, emergency personnel will have accurate vital information at their fingertips.  The more information you provide, the better and faster emergency personnel will be able to help you. This knowledge of circumstances can reduce medical errors and the number of first respondent-related accidents.

Services Provided: Collaborative Development, Implementation and Evaluation of Social Services in Madison County as mandated in Ohio Revised Code 121.37. This Council identified community needs: research based community development of Social Service Programs; reviews and approves grants; and provides oversight for family council programs & initiatives.  The Council's focus is on strategic community planning for prevention, family services, collaboration between families and service providers, community awareness of services,  unified service delivery system, wraparound services, and pooled resources.   Madison County Department of Family & Children First provided the administrative and fiscal operations for the council.   Oversees children's trust fund, help me grow, early childhood county collaborative group.

Purpose

To provide

assistance in making application for benefits administered by the Department of Veterans Afairs; emergency financial assistance (through the Marion County Veterans Service Commission), information and guidance in obtaining aid from various federal, state and local organizations; referrals to other agencies for assistance as determined by counseling; assistance with dependents applications for benefits upon the death of the veteran; and assistance with other matters as is possible based on the need of the claimant.
