The Long Term Care Ombudsman Program (LTCOP) provides a voice for consumers of long-term care services in nursing homes, assisted living facilities, adult care facilities, adult foster homes, county homes and in private residences. Ombudsman staff seek to identify, verify and resolve concerns regarding quality of life and quality of care in the above settings.

The Putnam County Department of Job & Family Services is the mandated agency responsible for providing protective services for those adults over age 60 at risk of abuse, neglect, self-neglect, or exploitation. Any referral of an adult at risk will be investigated by a social service worker. This worker will work with the adult, family and neighbors to eliminate any risk and provide services for the adult to remain safely in their home. If the adult is found to be incapacitated and unable to remain in their home safely, then the social service worker will work with the adult to determine the least restrictive setting and, if necessary, petition the probate court for assistance in protecting the incapacitated adult.

Public children's services agencies are required to investigate and assess reports of child abuse and
neglect and to intervene when necessary to protect children who are at risk of abuse, neglect, or
dependency. The Public Children Services Agency will complete an assessment and, work with the
family to develop a case plan identifying services necessary to reduce risk to the child and prevent
the abuse or neglect from reoccurring.

Therapeutic Riding for Individuals with Disabilities

Founded in 1997, Challenged Champions is a therapeutic horseback riding program. The mission of Challenged Champions Equestrian Center, Inc. is to support people with special needs, from early childhood through adulthood. Opportunities are provided through horseback riding and other horse related activities that promote physical, emotional and mental development. Challenged Champions is a cooperative effort through Hancock and Putnam counties, which includes trained personnel and community volunteers.

Crime Victim Services' (CVS) mission is to help victims prevail over the trauma of their victimization by assisting and advocating for safety, healing, justice, and restitution.

Since 1981, CVS has recognized that crime is not just breaking the law, but people are broken. CVS advocates for each victims' interest:


to have safety information and advocacy with offender release information, sex offender registration, protection orders, emergency shelter, transitional housing, separate waiting areas at court, emergency cell phones, etc.

to have emotionally healing assistance such as crisis counseling, spiritual ministry, speak on victim impact panels, support groups, victim offender dialogue, 24-hour crisis line, employer and creditor intervention, accompaniment to court and interviews, advocacy for social services, etc.

to participate in the justice process by attending hearings, providing input, and receiving case information; and

to receive money from offender restitution, from Ohio’s Victim Compensation Program, and from CVS emergency assistance.

Services are free, and CVS is a United Way program of Greater Lima and Putnam County, Ohio.


Target Population

Domestic violence victims in Putnam County and victims of sexual assault in Allen and Putnam Counties, (toll-free 1-87-STOP-RAPE) and;
Victims in Allen & Putnam Counties of all prosecuted felony, misdemeanor, and juvenile crimes, and victims who report a violent crime to law enforcement. CVS assists victims regardless whether the crime is reported or the offender is on probation, parole, or in jail.

Victims assisted include such crimes as: homicide, drunk driving, personal and business robbery, rape, domestic violence, home burglary, assault, stalking, arson, shooting, theft and fraud, vandalism, and juvenile sexual and physical assaults. About 4,000 victims are helped every year.
