County departments of job and family services are required to investigate
and evaluate all reports of suspected abuse, neglect and exploitation

have a physical or mental impairment which prevents an individual

The Weatherization Assistance
Program enables low-income families to permanently reduce their
energy bills by making their homes more energy efficient. It is
this country's longest running, and perhaps most successful energy
efficiency program. During the last 30 years, the U.S. Department
of Energy 's (DOE) Weatherization Assistance Program has provided
weatherization services to more than 5.5 million low-income families.

| WEATHERIZATION |
The
Home Weatherization Assistance Program (HWAP) serves low or
fixed-income families. HWAP is designed to help lower
heating bills by correcting energy deficiencies. Studies
show when weatherization is combined with educating clients
on home energy efficiency, residents can save up to 25% on
their home heating bills. HWAP provides weatherization of
homes, safety inspections, and tune-ups of heating units.

Public children’s services agencies are required
to investigate and assess reports of child abuse and
neglect and to intervene when necessary to protect children who are
at risk of abuse, neglect, or
dependency. The Public Children Services Agency will complete an assessment
and, work with the
family to develop a case plan identifying services necessary to reduce
risk to the child and prevent
the abuse or neglect from reoccurring.
In instances where children cannot remain safe in their own homes,
the agency works with the local
juvenile court system to remove the child. A case plan is developed
to identify what steps will be
taken to ensure that the child will be able to live in a safe, stable
environment. The risk of injury or
death of a child requires staff to provide and coordinate an array
of services that promote and
ensure the safety and well-being of children. Major objectives of
the Child Protective Services
program are:
1. To continue and to support Ohio’s Statewide Risk Assessment
Model. A risk-based system
incorporates a variety of factors in determining risk to the child,
and weighs these factors
with strengths that would enable the family to assure the child’s
safety.
2. To continue to support counties participating in Protect OHIO,
a Title IV-E Waiver
Demonstration Project designed to test new child welfare program approaches
in order to
access services and to enhance the quality of services. |

Summit County Department of Job and Family Services
is in place to provide financial assistance, food stamps, medical
benefits and certain other services to individuals and families who
meet Federal and State eligibility guidelines in Mahoning County.
Financial assistance is provided to the following individuals who
meet these guidelines: Families with disabled parent, unemployed parents
or parent, single parent families, individuals less than eighteen
years of age or over sixty years of age, pregnant women, persons determined
disabled through the Social Security Office or County Medical Section,
families with a one-time emergent need. Food Stamps are provided to
individuals or families who meet the Federal and State eligibility
guidelines. Medical benefits are available for individuals who meet
the following Federal and State eligibility guidelines: Age of sixty-five
or older, blind individuals, disabled individuals, nursing home residents,
children under the age of twenty one, individuals who receive financial
assistance, individuals who lose financial eligibility because of
employment, pregnant women, individuals considered by a physician
to be medication dependent. Social Services are provided to eligible
individuals and families. The following services are available; Child
care assistance, preventive health care program for individuals up
to twenty one years of age, at-risk pregnancy services, transportation,
homemaker services, adult protective services, case management services.

The Salvation Army Adult Rehabilitation Centers (ARC's)
serve men and women with social, emotional and spiritual needs who
have lost their ability to cope with their problems and provide for
themselves. The ARC's provide adequate housing with work, group and
individual therapy in clean, wholesome surroundings.
Physical and spiritual care prepare those men and women to re-enter
society and return to gainful employment. Frequently those rehabilitated
are reunited with families and resume a normal lifestyle.
The work therapy program of the ARC's includes the collection and
repair of donated materials and the operation of Salvation Army Thrift
Stores in which restored goods are sold at reasonable prices. Proceeds

Since the passage of the
Americans with Disabilities Act, many doors are opening for persons
with disabilities to live independently, with full community access.
Independent Living is based on the philosophy that a person with
a disability should be in control of the services that allow him/her
to live independently. Sometimes consumers need assistance to learn
and/or improve Independent Living Skills (ILS) to achieve greater
independence. Independent Living Skills Training (I L S T) is an
